District Discipline and Appeals

Bytown District, as a member of Hockey Eastern Ontario (HEO) and Hockey Canada, is obliged to respect all requirements in the following hockey governance documents:

Hockey Canada:  By-Laws, Regulations, History (2019-20 Season), Referee's Case Book / Rule Combination 2018-20.
HEO:  All policies, including risk and safety policies. HEO Hockey Policy (Minor),
  HEO Rules and Regulations,  HEO Discipline of Members Policy,  HEO Appeals Committee Procedures Policy,  and HEO Code of Discipline Chart.

In-Game Officiating Decisions.
Officiating decisions made in-game by Branch officials can include the assignament of major penalties (Misconducts, Game Misconducts, Gross Misconducts and Match Penalties, in addition to minor penalties to players or bench staff.   Some major penalties carry automatic suspensions.  The length of the suspension for each type of infraction can be found in the HEO Code of Discipline Chart for Minor Hockey. Please note that some major penalties result in automatic District or HEO Minor Council Discipline and Appeals hearings, with the player or coach on a timed suspension (no participation in any hockey activities) until the hearing takes place.  Head Coaches of teams are responsible for ensuring they understand the suspension status of each player and team volunteer (bench staff) from game to game.  The game sheet is the official record of what transpired in the game, including the assignment of major penalties.  All Head Coaches must ensure they obtain and understand the contents of each game sheet, immediately following the conclusion of each game.

Reporting and Serving of Game Suspensions
Head coaches are required to report game suspensions within the prescribed timeframe using the method specified by District (currently Bytown teams must report all major penalties including Misconducts into the District TTM system).  


Risk and Safety, Code of Conduct Issues and Allegations
These issues generally take place off ice or around the game, when they do. Home or competitive associations or the Bytown Minor Hockey League are the first level to deal with such issues.  On occasion, home or competitive associations or the League may request that the matter be referred to District (second level).  Where investigations need to be undertaken, Associations or the District may mandate that these occur, and that the investigators use the Hockey Canada 


Appeals
Bytown District player and volunteer members may appeal decisions taken by their home or competitive associations.   Appeals must be made within 72 hours of the decision rendered at the lower level.

The appeal fee is $150, half of which will be returned if the appeal is upheld.
