HEO Policy and Penalty Chart

Created July 2020 - webmaster

  • Any and all Misconducts (Mxx), Game Misconducts (GMxx), Gross Misconducts (GRMxx) and/or Match Penalties (MPxx) in any game (exhibition, league, tournament, playoff or playdown) must to be reported using Total Team Management (TTM) by the Head Coach within 24 hours. See link below.
  • It is recommended that the Head Coach always posess a printed copy of the HEO Minor Discipline Penalty Code Chart - see (http://www.heominor.ca/system/files/HEO%20Minor%20Discipline%20Policy%20Penalty%20Code%20Chart%202019_0.pdf).
  • If the Head Coach is unable to complete the TTM report within 24 hours (personal, work, travel, etc), they or a Team Official must send bmhl.dir@districtbhockey.ca a brief email explaining delay and notification of when the report will be completed.
  • Referee's Game Incident Report (GIR) - TTM will forward the GIR to the Head Coach (and any other relevant Association members - President, Convener, Rick & Safety, Discipline, etc). The GIR is normally entered by the referee within 24 hours, but the GIR is not a necessary pre-requisite to the Head Coach reporting and applying the suspension using TTM.
  • The game sheet for the suspension is to be uploaded in TTM.
  • The Head Coach is responsible for the suspended player (or the suspended team official) to ensure the correct number of games are properly served. Refer to section 15.11.3 in 6.49 HEO Hockey Policy (Minor) for an explanation of the Head Coach's role in the reporting and adminsitration of suspensions for his team players and/or officials.  (http://www.heominor.ca/system/files/HEO%20Minor%20Discipline%20Policy.pdf}
  • bmhl.dir@districtbhockey.ca may followup with the Assocation President to ensure infraction has been reported and suspension has been served.
  • For games being served, the coach must fill in the 'Suspension List' on their side of the gamesheet for suspended players or staff, ie "2 of 3", sign and verify prior to the game. Games Served are also required to be reported in TTM with the game sheets uploaded as well. Retain copies of all gamesheets for further evidence if necessary.
  • A report is not required if a player is ejected after a third minor infraction.

Note that some BMHL associations have supplemental discipline policies, which may increase (but never decrease) the minimum number of games suspended as per the HEO Minor Code of Discipline.
